The Stroke Layer Style lets you specifcy "Inside," "Outside," and "Center" for alignment, unlike the Shape Layer Stroke. You can keep going by applying even more effects like Bevel Alpha and Drop Shadow. Go to Layer > New > Solid and create a new white.
